Sacramento Mayor Darrell Steinberg has announced his opposition to a local ballot measure proposed by tenant advocates that would establish rent control, “just cause” eviction restrictions, an elected rent board, and a new annual fee on rental properties in the city of Sacramento. The California Apartment Association spent many years developing a good working relationship with the Sacramento County code enforcement staff. The effort continues to pay off for the industry. One example is the recent agreement between CAA and county staff to limit an increase of the annual Rental Housing Code Compliance Fee to only 50 cents. If approved by the Sacramento County Board of Supervisors, the fee will increase by 3.2 percent, from $15.50 per unit to $16 per unit, effective January 2019. The California Apartment Association has formed a coalition of housing advocacy groups to defeat a draconian rent control and “just cause” eviction measure proposed for the city of Sacramento. The coalition, Citizens for Affordable Housing, will raise dollars to educate voters on the serious flaws of the proposed Sacramento Renter Protection and Community Stabilization Charter Amendment. In addition, the coalition will work with local housing providers and the city of Sacramento on solutions to increase access to affordable housing for everyone in our community.
A new CAA-supported program that teaches women property management skills and helps them find jobs and housing has graduated its inaugural class. The REstart training program was initiated by the Institute of Real Estate Management in partnership with Women’s Empowerment, a local nonprofit that helps women and their children regain a home through job training and other support services. It is modeled after a similar program offered in San Diego. The eight women graduating from the program completed 4 1/2 weeks of residential property management training and passed a comprehensive exam. The California Apartment Association hired Mallori Spilker as its new government affairs director for the CAA Sacramento Valley division. She joins the public affairs staff in the Sacramento region led by Senior Vice President Jim Lofgren. “Mallori brings highly desired skills and experience to the position,” Lofgren said. “With the threat of rent control looming in Sacramento, we are very fortunate to have someone of her caliber on our side.” Before relocating to the Sacramento area, Spilker worked for two years in CAA’s North Bay division, establishing the government affairs and political action programs in Northern Marin and Sonoma counties.
Five regional industry organizations, including the California Apartment Association, have joined forces to lead opposition against a proposed ballot measure that would bring rent control to the city of Sacramento. “Rent control is the wrong solution to our shortage of affordable housing in the region,” said Jim Lofgren, CAA senior vice president for the North Valley region. “We need to attract more investment in housing, and rent control only scares it away. Tenant advocates have filed preliminary paperwork to place a rent control measure before voters in the city of Sacramento. The initiative would amend the city charter to impose inflation-based rent control and “just cause” eviction policies in the capital city. Under the measure, the rent charged as of Feb. 20, 2018, would serve as the base rent. Maximum annual increases would then be tied to the consumer price index. The measure would also create a nine-member rent control board, require landlords to pay an annual rental housing fee, and establish relocation assistance for displaced tenants.
The Rental Housing Association of Sacramento Valley, a regional organization serving single-family and multi-family rental owners and managers, has announced its merger with the statewide California Apartment Association. Following the merger, RHA was renamed CAA Sacramento Valley, becoming one of several local divisions operating throughout the state. RHA had been affiliated with CAA as an independent chapter since 1951. CAA is the nation’s largest statewide association serving the rental housing industry. Its membership includes over 13,000 single-family and multi-family property owners and managers, as well as businesses providing products and services for the industry.
The California Apartment Association is closely monitoring a newly formed coalition that’s working to bring rent control to the city of Sacramento. The coalition, Housing4Sacramento, includes groups that champion tenant rights, organized labor, socialism and subsidized housing.
The Sacramento City Council early this month is expected to approve changes to the annual fire-prevention fee for multifamily properties with three or more units. If approved, the new annual fees will be $40 to $808, depending upon the number of units at the property. California Apartment Association staff persuaded city fire officials to reduce some of the increases while securing support for improvements to the overall program.
