As the final vote on Concord’s amended rent control ordinance approaches, the California Apartment Association urges local housing providers to stay engaged and continue contacting the City Council in support of the improvements.

The second reading of the ordinance — generally a procedural step to confirm the council’s initial decision — is scheduled for Monday, April 22, at 6:30 p.m. at Concord City Hall. This second vote is required to ratify the changes, and attendance from rental housing providers will be essential to showing continued support.

On March 25, the Concord City Council voted 3-2 to approve the amended ordinance, which would:

  • Set a fixed rent cap at 5%
  • Exempt certain single-family homes and condominiums from “just cause” eviction requirements
  • Waive relocation payment requirements for some single-family and condominium rental properties

Although the April 22 vote is largely procedural and typically does not involve a public hearing, public comments will be allowed if a member of the public requests discussion on the item.

The improvements to the ordinance were secured after an extensive advocacy campaign led by the California Apartment Association and supported by a broad coalition of housing providers, REALTORS, homeowners, economic development groups, and community members throughout Contra Costa County.

The California Apartment Association continues to urge the city to align its rent control ordinance with the statewide Tenant Protection Act, also known as AB 1482. The proposed changes represent a step toward fixing a deeply flawed local law.
