Tenant activists are increasingly pushing for so-called tenant anti-harassment ordinances in both Southern and Northern California.
Los Angeles and Santa Ana have passed such measures over the past couple of years, and Oakland adopted an anti-harassment ordinance in 2014. Now, proposals are working their way through city halls in Concord, a city in the East San Francisco Bay, and Chula Vista, the second largest city in San Diego County.
