On October 19, 2021, the Santa Ana City Council voted to adopt the Just Cause Eviction Ordinance which imposed “just cause” requirements on evictions for most residents that occupy a rental unit for 30 days or more. The ordinance became effective on November 19, 2021.  On November 18, 2022, the Santa Ana City Council adopted an amended Rent Stabilization and Just Cause Eviction Ordinance which combined the city’s just cause ordinance and rent control ordinance into a single ordinance and included a number of other changes. In addition to requiring “just causes” for evictions, the ordinance has additional resident protections in the form of anti-retaliation and anti-tenant harassment provisions. This Industry Insight will focus on these additional resident protections. For more information on the just cause provisions of the ordinance, see Industry Insight – Santa Ana’s Just Cause Eviction Ordinance Overview.
