As requested by the California Apartment Association, Gov. Newsom has removed caps on rent increases tied to most fire-related emergencies declared by his office in recent years, including longstanding proclamations in California’s Wine Country.

In a letter to Newsom, CAA’s chief executive officer, Tom Bannon, pointed to the impact of the protracted emergencies and rent caps in the North Bay.

“Unfortunately, as states of emergencies are declared and renewed, owners of rental property are frozen in time, unable to keep pace with the costs of operating their buildings,” Bannon writes. “Insurance, taxes, and maintenance costs have increased dramatically, and the COVID pandemic has further harmed the industry.”
