The city of Los Angeles’ COVID-19 eviction moratorium violates the U.S. Constitution and puts landlords at risk of foreclosure and bankruptcy, according to a brief filed by the California Apartment Association.
The moratorium shields tenants from eviction for nonpayment of rent for two years, regardless of whether they can provide evidence of financial hardship tied to COVID-19.
