A bill under consideration in the California Legislature would allow rent caps triggered by declarations of emergency to remain in effect indefinitely. 

It also proposes to increase price gouging penalties from $10,000 to $50,000 and would prohibit rental property owners from increasing the rent (as currently allowed by law) to pay for repairs to their property during a state of emergency.
