The California Apartment Association will close out the year with a two-part webinar series designed to help rental housing providers prepare for 2026. The series begins Dec. 3 with CAA’s annual membership meeting, which will include a year-end legislative review, followed by a detailed compliance update on Dec. 11. Both sessions will be held via Zoom.

Part 1 — Annual Membership Meeting & Legislative Review

Dec. 3 at 10 a.m. (free for members)

The annual membership meeting will provide a high-level recap of 2025 legislative activity and preview policy proposals expected in 2026. Topics include efforts to tighten rent caps, restrict operational fees, expand eviction rules and regulate screening and pricing tools.

Members will also receive updates on notable local actions, including the Los Angeles City Council’s recent vote to revise its rent increase formula and proposals in San Diego County that would impose broad limits on rental fees.

In addition, the session will offer a general overview of compliance changes taking effect in 2026, including new requirements involving security deposits, habitability standards and post-disaster repair obligations. A more detailed compliance briefing will follow in Part 2 of the series.

The briefing will also cover CAA’s legal advocacy efforts, including litigation involving local rent control provisions and challenges to forced electrification mandates.

Part 2 — 2026 Compliance Update: New Laws for Rental Housing Providers

Dec. 11 at 10 a.m. (free for members; $89 for nonmembers)

The second session will offer a detailed review of compliance requirements taking effect in 2026. CAA’s legal affairs team will walk attendees through key operational updates involving security deposits, post-disaster obligations, bulk internet billing rules, limits tied to Social Security payment delays and new habitability standards.

Among the key changes taking effect in 2026:

  • Temporary eviction limits tied to delays in verified Social Security benefits (AB 246 by Assembly member Isaac G. Bryan, D-Los Angeles)
  • Modernized procedures for returning security deposits (AB 414 by Assembly member Gail Pellerin, D-Santa Cruz)
  • Authorization for bulk internet billing arrangements with tenant opt-out (AB 1414 by Assembly member Rhodesia Ransom, D-Stockton)
  • Clarification of post-disaster obligations without requiring landlords to rebuild (SB 610 by Sen. Sasha Renée Pérez, D-Pasadena)
  • Requirement that rental units include a working stove and refrigerator (AB 628 by Assembly member Tina McKinnor, D-Inglewood)
