The California Apartment Association is offering this two-part webinar series to help Los Angeles rental housing providers navigate the city’s eviction rules and rent control requirements under the Rent Stabilization Ordinance (RSO) and Just Cause for Eviction Ordinance (JCO), including updates to the RSO that took effect earlier this year.

Nearly all residential rental units in the City of Los Angeles are subject to local just cause eviction protections under the Rent Stabilization Ordinance (RSO) or the Just Cause for Eviction Ordinance (JCO). The two laws share many similarities but differ in important ways — and navigating both is a compliance challenge for rental housing providers operating in the city.

The first session is less than three weeks away. Eviction Rules in the City of Los Angeles is scheduled for Wednesday, June 24, at 10 a.m. and runs 90 minutes. Rent Control in the City of Los Angeles: The Rent Stabilization Ordinance follows on Wednesday, July 22, at 10 a.m. and runs 60 minutes. Providers may register for either session individually or for both through a discounted bundle package.

Part 1: Eviction rules (June 24)

The June 24 webinar provides an overview of eviction provisions under the RSO and the JCO, with an emphasis on:

  • Determining whether a unit is governed by the RSO or the JCO
  • City administrative fee for covered units
  • At-fault and no-fault eviction grounds under both ordinances
  • Key procedural requirements, including declarations of intent, Los Angeles Housing Department filings, and special notice obligations
  • Relocation assistance requirements for no-fault evictions

The session will also review relevant CAA forms for use within the City of Los Angeles.

Please note: This session will not cover changes to the RSO’s rent cap and registration provisions. Those topics are covered in Part 2.

CAA members pay $45 for live access or $55 for live plus on-demand. Non-members pay $85 for live access or $95 for live plus on-demand. The session qualifies for two units of California Certified Residential Manager (CCRM) continuing education credit for current certified individuals.

Part 2: Rent control and the RSO (July 22)

The July 22 webinar examines the RSO’s rent cap and registration provisions, focusing on applicability and exemptions, calculation of annual increases, rent increases that require pre-approval from the city, and required notices. Topics include:

  • Changes to the RSO for 2026
  • The annual allowable rent increase
  • Registration and notification requirements
  • Notice requirements for rent increases
  • Special rules for additional increases, such as for the addition of household members or capital improvements
  • The requirement to pay interest on security deposits

The session will also review relevant CAA forms for RSO-covered units.
