After close to four years of no allowable increases on rent-controlled units, owners will finally get relief effective Feb. 1, 2024. The rent freeze will end in the City of LA. The city council overwhelmingly rejected a proposal from Councilman Soto-Martinez to extend the rent freeze for another six months. Only Councilwomen Nithya Raman and Eunisses Hernandez joined him in the effort.
Although the rent freeze will officially end in 2024, a modified CPI calculation will be used, lowering the allowable increase from 7% to 4% for the first half of the year. An attempt to eliminate an additional 1% per utility when paid by the landlord (gas and/or electricity) was also narrowly defeated.
“Although we are disappointed in the lower adjustment, we are glad the council finally put an end to the most radical policy proposals coming from some members. After years of stifling mandates, housing providers can finally get some financial flexibility. We thank every person that came to city hall and contacted the council. Your advocacy is incredibly important and needed,” said Fred Sutton, CAA’s senior vice president of local public affairs.
CAA will now focus on ensuring an upcoming study on the annual adjustment is fair, comprehensive, and cumulative of all the hardships in recent years.
