A proposal from a Los Angeles City Council member would develop simplified notice templates for housing providers and tenants.
The motion, introduced by Council member Katy Yaroslavsky, calls for standardized templates that meet all legal requirements under the city’s just cause eviction rules, right to counsel ordinance, and rent stabilization ordinance. It also directs several related actions with 90-day report backs aimed at easing compliance for small providers.

In recent years, with the adoption of the right to counsel ordinance and other regulatory measures, housing providers have faced duplicative and burdensome notice requirements.
- What the motion would do:
- Create simplified, legally compliant notice templates and make resources available at city facilities such as public libraries.
- Assign Los Angeles Housing Department staff to help small housing providers who own 10 or fewer units navigate city processes and local ordinances.
- Study a means-tested deferred maintenance fund for small landlords and identify potential funding sources.
- Have the Department of Water and Power detail available incentives, rebates and credits for small landlords and recommend ongoing outreach.
“This reform is a practical step forward,” said Fred Sutton, the California Apartment Association’s senior vice president of local public affairs. “It would help housing providers remain compliant without unnecessary red tape while also improving clarity for renters.”
