The California Apartment Association will host a virtual membership meeting July 16 to update members on major legal and legislative issues impacting rental housing providers — including a federal court case that could unravel Costa-Hawkins statewide.

Topics on the agenda include:

  • A federal lawsuit in Oakland using disability law to override Costa-Hawkins and extend rent control to apartments built after 1983 — a ruling that could reshape how rent control is applied across California.
  • Legislation that sought to bar housing providers from pursuing eviction cases when a tenant has been detained by immigration enforcement.
  • A bill that would have required landlords within 300 feet of oil or abandoned wells to disclose hazards to tenants, install and maintain methane monitoring systems, and submit compliance certifications to state agencies — legislation CAA helped stop in committee.

The meeting will also cover additional state legislation to reduce statewide rent caps and restrict investors’ use of 1031 exchanges.

Members will also receive an update on CAA’s ongoing court fights over proposed restrictions on gas appliances in rental housing.

The meeting will take place 10 a.m. to 11 a.m. Thursday, July 16.
