The wildfire-related state of emergency in Kern County, along with the associated caps on rent increases, expired at 11:59 p.m. on Aug. 29. Additionally, the governor-declared emergencies related to wildfires in Plumas, Butte, and Tehama Counties expired earlier, on Aug. 25. As of Aug. 30, there are no governor-declared emergencies in effect that would trigger the anti-price gouging limitations of Penal Code Section 396.
