The Los Angeles County Board of Supervisors on Tuesday approved an ordinance requiring all habitable rental units to maintain indoor temperatures of no more than 82 degrees Fahrenheit.

The measure, which has drawn strong opposition from rental housing providers, includes a new provision for small property owners. Under the amendment, landlords who meet the county’s definition of a small property owner will be allowed to meet the standard in only one habitable room until 2032, after which the ordinance will apply to all rooms. To qualify for the temporary exemption, landlords must typically own no more than 10 rental units and operate as individuals rather than corporations or investment entities.
