The Los Angeles City Council on Tuesday, April 1, approved a new right to counsel ordinance, a policy that mandates free legal representation for eligible tenants facing eviction.  

The measure is funded by revenues from Measure ULA, the controversial real estate transfer tax passed by voters in 2022, often referred to as the “mansion tax.” While sold to the public as a housing solution, ULA included provisions to direct a portion of the funds to support private litigation.
