Request comes as fire moratorium looms

The city’s brief asks the high court to refuse to hear the case, which is brought by a Los Angeles landlord seeking compensation from the city under the Fifth Amendment’s Takings Clause for rent lost as a result of the city’s COVID-19-era eviction moratorium.
