As California county assessors begin issuing tax bills for fiscal year 2021-2022, property owners should consider filing property tax appeals, challenging assessments that likely are too high and will continue to be in the next few years. Challenges to rental housing properties’ assessed values are particularly critical for the 2021-2022 fiscal year, since California’s tax assessment valuation date, Jan. 1, 2021, fell during one of the worst months of the COVID-19 pandemic.

On the Jan. 1, 2021, valuation date, California’s Regional Stay at Home order, as well as state and local tenant protections and eviction moratoria, were in effect, diminishing the value of rental housing properties across California.
