Despite nearly unanimous, bipartisan support throughout the legislative process, a CAA-sponsored bill that would have protected landlords from unjustifiable rent caps during extended states of emergency has stalled in the Assembly Appropriations Committee.

SB 1133 by Sen. Bob Archuleta, D-Pico Rivera, would have required that the 10% rent limitation prompted by emergency declarations be justified if in place for more than one year.
