The California Apartment Association this week defeated proposals by Fremont City Councilwoman Jenny Kassan to explore stricter regulations on rental housing providers after debates among City Council members and heated public comments.

Kassan’s proposal that the city consider changes to Fremont’s Rent Review Ordinance (RRO), to include a limit on using criminal background checks, stricter requirements for rent increases, and duplicative anti-retaliation proposals, was soundly rejected Tuesday, March 7, by the City Council, citing lack of data and consistency with current city priorities and resources.
