The California Apartment Association urges its members to oppose legislation that would limit their right to exit the rental housing business and move into their own properties.
The problematic proposals take aim at the Ellis Act, a 1985 law authorizing property owners to remove rental units from the market. For nearly 40 years, Ellis has offered a vital escape hatch for owners unable to operate successfully under strict local rent control policies. This protection has proven particularly important for landlords who’ve been unable to collect rent during the pandemic.
