A bill advancing in the California Legislature would significantly restrict the types of fees that rental housing providers can charge tenants, starting in 2026. 

The legislation, AB 1248 by Assemblyman Matt Haney, D-San Francisco, would prohibit property owners from assessing most common rental housing fees for new tenancies that begin on or after Jan. 1, 2026. Under the proposal, tenants in those units could only be charged rent and three specific categories of fees: a security deposit, rent stabilization fees authorized by local law, and charges for submetered water service.
