A bill opposed by the California Apartment Association would invite $20,000 fines against landlords for even minor violations of the state’s new rent cap and “just cause” for eviction law.

The bill, SB 1190 by Sen. Maria Durazo, D-Los Angeles, passed the Senate Judiciary Committee last week on a 5-1 vote with three abstentions. The legislation now heads to the Appropriations Committee.

The bill would create a penalty system for AB 1482, the intensely negotiated bill that became the Tenant Protection Act of 2019.
