The California Apartment Association has released its 2026 compliance forms and updated Industry Insight papers, reflecting the new state laws that take effect in 2026. These updates are designed to help rental housing providers implement new requirements using standardized, California-specific tools. 

Below is an overview of key changes for 2026 compliance. 

SB 628: Stove and refrigerator requirement 

SB 628 adds a statewide requirement that rental housing providers provide a stove and refrigerator in the unit, with narrow exceptions.

SB 610: Post-disaster responsibilities for landlords 

SB 610 clarifies and expands landlord obligations following disasters (such as wildfires, floods or other declared emergencies), including remediation responsibilities and rules regarding liability for rent payments.

  • NEW Industry Insight – SB 610: Landlords’ Post-Disaster Responsibilities: Provides an overview of special requirements on residential landlords related to habitability of rental units, a tenant’s right to return following completion of remediation work, and liability for rent payments during and after a disaster.
  • NEW form – Notice of Completion of Remediation Work: Can be used to provide the notice that remediation work has been completed, which is required in some circumstances under SB 610.

AB 414: Security deposit updates and clarifications 

AB 414 requires the landlord to offer to return the security deposit electronically in some circumstances, provides new flexibility for agreeing to alternative return arrangements and clarifies how to handle the return of the security deposit when there are multiple residents on the lease.

  • UPDATED form – Itemized Disposition of Security Deposit: Revised to reflect new options for alternative arrangements to return the security deposit and itemized disposition, if agreed to.
  • UPDATED form – Security Deposit Disposition Return Agreement: Revised to provide new options for agreeing to alternative arrangements to return the security deposit and itemized disposition.
  • UPDATED form – Rental/Lease Agreement: Revised to reflect new rules for how the security deposit disposition is to be handled and to allow parties to make agreements for handling security deposit return.

AB 1414: Bulk internet opt-out rights 

What the law does: AB 1414 gives residents new rights to opt out of bulk internet service arrangements under specified conditions and disclosure standards.

AB 747: Unlawful detainer service and pleading updates 

AB 747 adds new requirements, which take effect in 2027, affecting how unlawful detainer lawsuits must be served and requires additional information about how termination notices were served to be included in the lawsuit filing. This law does not change how termination notices are served.

AB 246: Social Security Tenant Protection Act of 2025 

AB 246 creates temporary statewide protections for tenants who rely on Social Security benefits during a verified interruption or delay in those payments.
