California rental housing providers will face a number of new state requirements in 2026, and CAA’s legal affairs team will explain what owners need to know during its annual compliance review this December.

The webinar, scheduled for Dec. 11 at 10 a.m., will walk attendees through the most significant compliance changes taking effect next year. These updates touch on everyday operations, including handling security deposits, meeting disaster-related responsibilities, navigating new bulk internet billing rules, and understanding limits on certain evictions.

Among the key changes taking effect in 2026:

  • Temporary eviction limits tied to delays in verified Social Security benefits (AB 246 by Assembly member Isaac G. Bryan, D-Los Angeles)
  • Modernized procedures for returning security deposits (AB 414 by Assembly member Gail Pellerin, D-Santa Cruz)
  • Authorization for bulk internet billing arrangements with tenant opt-out (AB 1414 by Assembly member Rhodesia Ransom, D-Stockton)
  • Clarification of post-disaster obligations without requiring landlords to rebuild (SB 610 by Sen. Sasha Renée Pérez, D-Pasadena)
  • Requirement that rental units include a working stove and refrigerator (AB 628 by Assembly member Tina McKinnor, D-Inglewood)

Speakers will include Whitney Prout, executive vice president of legal affairs; Mallory Homewood, policy and compliance counsel for local government affairs; Monica Deka, compliance and legislative counsel; and Heidi Palutke, education, policy and compliance counsel.

The live webinar is free for members and $89 for nonmembers. A live-and-on-demand option is available for $10 for members or $119 for nonmembers. The course qualifies for one unit of CCRM continuing education credit for current CCRM-certified individuals.
