The state of emergency in Ventura County, issued in response to the Mountain Fire last month, officially expired at 11:59 p.m. Saturday. The declaration had activated California’s anti-price-gouging law under Penal Code Section 396, limiting rent increases to no more than 10% above pre-emergency levels.
