The California Apartment Association has published an updated Industry Insight compliance paper to help rental housing providers in Los Angeles comply with the city’s new right to counsel ordinance, which takes effect Tuesday, Aug. 20.

The ordinance, adopted by the L.A. City Council earlier this year, requires that eligible tenants facing eviction be offered free legal representation funded through the city’s ULA tax. It also mandates that landlords deliver city‑approved notices informing tenants of their right to counsel at key points in the tenancy and post the notice at the property.

CAA has long opposed right to counsel mandates, including this measure. While the measure passed, CAA succeeded in securing a key provision that places responsibility for creating and translating the required forms on the city, helping limit the administrative burden on landlords. The L.A. Housing Department has posted these forms — including all translated versions — to its website.

The updated Industry Insight compliance paper provides details on the ordinance’s requirements, including when and how to serve the notices and in which languages they must be delivered.
