The San Jose City Council on Tuesday voted down the Community Opportunity to Purchase Act (COPA) and additional proposed regulations on housing providers, including the expansion of the rent registry.

The decision marked a victory for the California Apartment Association, which had campaigned forcefully against the measures.

“On Tuesday, the San Jose City Council sent a strong message—we need more homes, not more regulations on housing providers,” said Anil Babbar, CAA’s senior vice president of local public affairs.
