The California Apartment Association is urging San Diego rental housing providers to help fight a City Council proposal that would cap fees for parking, pets and trash, restrict tenant screening and require new advertising disclosures.
Contact your council members now through Makes San Diego Affordable and urge them to reject the proposal before the vote.
CAA members and other concerned residents generated nearly 2,000 letters opposing the proposal before the council postponed it in May. The measure now returns at 2 p.m. Tuesday, June 30, at San Diego City Council Chambers, 202 C St., 12th floor.
The proposal would cap fees for parking, pets, trash collection and other resident services at 5% of monthly rent, regardless of actual cost. Late fees would be limited to 2% of rent, and housing providers would have to allow a seven-day grace period even when rent is unpaid. Fees for pest control, valet trash and pet ownership would be prohibited outright.
The measure also would require housing providers to accept tenant-provided screening reports, limiting owners’ ability to independently vet applicants. Holding deposits would be capped at 5% of rent and refunded in most situations. Housing providers would have to disclose all fees in advertising, online listings and rental documents, and processing fees would be limited to the actual cost of payment processing.
CAA opposes the proposal, saying the restrictions would fall especially hard on independent owners and small housing providers and conflict with the city’s stated housing goals. The association also argues San Diego should wait for ongoing state legislative discussions on rental fees and screening before adopting a local ordinance that could create inconsistency and added administrative burdens.
