The Los Angeles County Board of Supervisors has approved a resolution providing temporary rental protections and short-term rental policy changes to assist residents and their pets displaced by the January 2025 windstorm and critical fire events.
Approved on Jan. 21, the resolution prevents the eviction of tenants in unincorporated areas of Los Angeles County who have taken in displaced individuals or pets. Under the measure, landlords cannot evict tenants solely for housing unauthorized occupants or animals affected by the disaster. This provision offers an affirmative defense for tenants facing eviction proceedings.
In addition to eviction protections, the resolution temporarily eases restrictions on short-term rentals (STRs) to expand available housing options for displaced residents. Specifically, STR hosts in unincorporated areas are permitted to:
- List and operate multiple short-term rental properties for those affected by the disaster or involved in recovery efforts.
- Utilize accessory dwelling units (ADUs) and junior ADUs as short-term rentals for displaced residents.
Offer vacation rentals as STRs to house those impacted by the windstorm and fire events. - Allow unlimited unhosted stays, exceeding the typical 90-night maximum, to accommodate displaced individuals and recovery workers.
STR hosts and rental platforms will be responsible for verifying guests’ eligibility under these provisions.
The resolution takes effect immediately and applies retroactively from Jan. 7. These provisions will remain in place through May 31, 2026, unless modified or repealed by the Board of Supervisors
