Limits on rent increases are in effect after Gov. Newsom on Thursday proclaimed a state of emergency in four California counties to bolster state and local storm response efforts.

The counties are Contra Costa, Riverside, San Diego, and Yolo, which have suffered significant winter storm-related impacts, including heavy rainfall, high winds, flooding, downed trees, and damage to roads and crucial infrastructure.
