The Concord City Council will reconsider key provisions of its rent control ordinance during a meeting at 6:30 p.m. on Tuesday, Feb. 4, at Concord City Hall.

This discussion follows a 4-1 vote to review the policy and comes at the request of newly elected Councilman Pablo Benavente, who defeated former Mayor Edi Birsan, a lead proponent of rent control in Concord. Benavente requested the review to gather input from rental housing providers and other stakeholders.

Council members will seek public input on potential changes, including whether to adjust the allowable annual rent increase cap and whether the ordinance should apply to rented single-family homes and condominiums.

Currently, the ordinance limits annual rent increases on covered housing to 60% of the regional Consumer Price Index (CPI), which amounts to 2.8% at present. Housing providers argue that this cap is unsustainable and must be increased.

The meeting presents an opportunity to amend the ordinance by narrowing its scope, potentially exempting some rental homes, and adjusting the rent cap.
