After Concord revised its rental housing ordinance, the California Apartment Association updated its compliance materials to match the new rules. 

On April 22, 2025, the Concord City Council approved amendments to its Residential Tenant Protection Program Ordinance, which governs both rent control and eviction rules in the city. These amendments take effect May 22, 2025.

  • A fixed 5% cap on annual rent increases for covered rental units. 
  • New exemptions from the ordinance’s eviction provisions for landlords who own and rent no more than two single-family homes or condominiums. 
  • Updated rules regarding rent registration, tenant notices, and relocation assistance.
