To help rental housing providers comply with San Diego’s recently adopted Residential Tenant Utility Fees Ordinance, which took effect Aug. 17, 2025, the California Apartment Association has developed resources tailored to the city’s requirements.
The ordinance applies to landlords who charge tenants for city-provided utilities, specifically water, sewer, stormwater and solid waste management. It includes detailed disclosure and notice obligations, along with deadlines that landlords must meet.
CAA has created compliance tools to save members time and reduce the risk of violations:
- Industry Insight – A detailed guide explaining how the ordinance works, including key provisions, notice obligations and documentation requirements.
- Disclosure forms – Two new forms designed to meet the city’s mandated notice requirements:
- Form SD-016: For use in new or renewed leases when tenants are charged for city-provided utilities.
- Form SD-017: For existing tenants already being charged, to be provided within 90 days of the ordinance’s effective date — no later than Nov. 14, 2025.
