The California Apartment Association continues to oppose the legislation — AB 1248 by Assemblyman Matt Haney, D-San Francisco — and has expressed its concerns directly to the author. CAA remains in discussions with the author, emphasizing the importance of allowing tenants to pay for water and sewer service, especially when installing submeters isn’t feasible.
