Long Beach’s Housing and Public Health Committee will hold a hearing Tuesday on the city’s just cause policies — with tenant advocates pushing to expand rules that already exceed California state law. The California Apartment Association opposes any expansion.
Just cause ordinances limit when a housing provider can end a tenancy. Long Beach already has rules that go further than state law. Advocates at Tuesday’s hearing are pushing to go further still.
CAA says more regulation would backfire. Long Beach already exceeds state standards — piling on more restrictions will discourage housing investment, drive up operating costs and shrink the rental supply available to renters.
CAA points to Los Angeles as the cautionary case: excessive regulation there has cut housing production, pushed up operating costs and made it harder for tenants to find housing. Long Beach should use incentives, not more controls, the association argues.
The committee includes Council members Tunua Ntuck, Daryl Supernaw and Joni Ricks-Oddie. The hearing is at 2:30 p.m. Tuesday, May 19, at Civic Chambers, 411 W. Ocean Blvd. Just cause is Item 3 on the agenda.
CAA is asking members to attend Tuesday’s hearing or contact their Long Beach council member to oppose any expansion of the just cause rules.
