Landlords in Los Angeles County who are still owed rent or facing other housing costs after recent disasters will soon be able to apply for county-funded emergency rent relief.

The county’s Emergency Rent Relief Program is scheduled to begin accepting applications Wednesday, Dec. 17, 2025, with a deadline of Friday, Jan. 23, 2026, at 4:59 p.m.

The program, administered by the Los Angeles County Department of Consumer and Business Affairs, is designed to help qualifying property owners and tenants dealing with financial hardships stemming from emergency events, including the Jan. 7 Eaton and Palisades wildfire and windstorm incidents. Priority will go to small landlords who own four or fewer rental units and are struggling with unpaid rent or other housing costs.

Eligible owners may receive grants covering up to six months of rent debt, with most awards capped at $15,000 per rental unit. Funds may be used for unpaid rent, unpaid mortgage payments, and certain other housing expenses tied directly to emergency-related financial hardship. Tenants cannot apply directly; instead, landlords must submit the application, and tenants confirm their tenancy as part of the process.

The program is open to landlords with properties in Los Angeles County and to displaced homeowners whose primary residences were lost or severely damaged in the fires and who are now renting elsewhere but still facing rent or mortgage obligations related to the disaster. The county will prioritize applications from properties located in “highest” and “high need” communities identified through the L.A. County Equity Explorer tool’s COVID Vulnerability & Recovery map layer. Additional priority will go to small landlords and to applicants whose household income is at or below 80% of the county’s area median income; if landlord income is unavailable, tenant household income may be used for prioritization purposes.

Supervisor Holly Mitchell’s office has encouraged landlords and community partners to sign up for updates and help share information about the program so eligible owners can take advantage of the assistance once the application goes live.
