In 1970, then Assemblyman Pete Wilson authored AB 2300, which was signed into law requiring local building officials to recognize the Uniform Building Code as the model code for the State of California.  This bill came about due to an overwhelming lack of uniformity among local building regulations, which made construction expensive and the permit process time consuming.
