Legal Perspectives on Rent Control in the City of Sacramento
This special members-only luncheon provides an update on the rent control issue in the City of Sacramento. The program features a legal analysis by two attorneys of the proposed “Sacramento Community Stabilization and Fair Rent Charter Amendment” ballot measure, as well as a possible ordinance that could be passed by the City Council.
The presentation includes:
- Setting rent under rent control
- Rent rollback requirements
- “Just cause” tenancy-termination restrictions
- Rent board structure and authority
- New fee on rental properties
- Costa Hawkins Rental Housing Act protections

Brian Rosales, Attorney/Partner, Law Offices of Harris, Rosales & Harris
Brian has practiced law for over 14 years. He received his undergraduate degree from UC Berkeley and his law degree from Golden Gate University. His areas of practice include landlord/tenant law with extensive experience in cities with rent control and just cause eviction restrictions. Brian serves on the Local Advisory Board of CAA Sacramento Valley and as an instructor for CAA seminars.
Whitney Prout, Policy and Compliance Counsel, California Apartment Association
Whitney received her undergraduate degree from the University of Redlands and her law degree from the University of Pacific McGeorge School of Law. Prior to joining the CAA staff, Whitney was a practicing attorney in Sacramento where she represented rental owners and management companies throughout the state in litigation and compliance matters.

Jim is the leading the CAA campaign to defeat the rent control ballot measure in the city of Sacramento. He will give an update on the campaign and moderate the panel discussion.
