A bill attacking a landlord’s right to leave the rental housing business cleared a second hurdle in the Legislature on Thursday when it passed the Assembly Appropriations Committee and advanced to the Assembly floor.

AB 854 by Assemblyman Alex Lee, D-San Jose, won approval on a 12 to 3 vote with one abstention. Last week, it advanced from the Housing and Community Development Committee.
